We are a clothing manufacturer for Luxembourg brands: a family-run cut-and-sew knitwear floor in Narayanganj, Bangladesh, with a brand office in Amsterdam, about three hours up the road, making t-shirts, polos, hoodies, sweatshirts, joggers, shorts, activewear and loungewear from 100 pieces per style and colour. Luxembourg is a small home market and almost every brand here sells across the border from day one, so this page covers both the Luxembourg entry and what changes when the goods move on.
The numbers: Bangladesh-made apparel enters the EU duty-free under Everything But Arms, and Luxembourg charges import VAT at its taux normal of 17%, the lowest standard rate in the Union, on the customs value plus any duty. We ship DDP, so that VAT is inside the price you approve rather than a separate assessment, and a VAT-registered importer normally recovers it on the periodic return.
That low rate is worth understanding rather than over-reading. Import VAT is charged where the goods first enter the EU, so clearing in Luxembourg means 17% rather than the 21% you would pay entering at Antwerp or the 20% at Le Havre. It is a cash-flow difference, not a margin one, because a registered business recovers it either way, and the VAT your customer pays depends on where you sell, not where you imported. Your fiduciaire will tell you whether clearing at home is worth the routing; we set the paperwork up for whichever you choose.
Routing: Luxembourg is landlocked, so goods arrive by sea at Antwerp, Rotterdam or Zeebrugge and come on by road, a few hours at most. Findel airport is a serious cargo hub for a country this size, so air freight is unusually practical here and lands in days. We quote the whole chain to a Luxembourg address.
Labelling: fibre composition follows the EU regulation, and the Commission's guidance is to translate the label into every official national language where the product is made available. Luxembourg's official languages are Luxembourgish, French and German, and ranges sold here normally carry French and German; we sew the combination you and your retailer need, and add Dutch or English for the neighbouring markets. The General Product Safety Regulation adds the manufacturer's name and addresses on the product or packaging and an EU-established responsible operator, which a Luxembourg company importing from us is.
What we make can carry GOTS organic cotton under certificate RSC 9687. What we do not make: denim, jackets and woven shirts, which our partner buying house sources as a separate order. If you are comparing manufacturers and finding mostly agents, ask for the factory's street address, its BKMEA membership and a live video call from the floor during a working shift. Ours is Plot-A-132, Road No. 02, BSCIC Industrial Area, Panchabati, Narayanganj 1420.

Bangladesh-made apparel enters at 0% duty under Everything But Arms, kept three years after LDC graduation under Regulation (EU) 2026/1395.
Labels in the combination your markets need, and one customs entry for a range that sells in Luxembourg, Belgium, France and Germany.
A small home market does not need a large first run: 100 pieces per style, per colour, cut and sewn to your pattern.

Luxembourg applies the EU's common rules: a garment cut and sewn on our floor enters duty-free under Everything But Arms on a single-transformation origin rule, and Regulation (EU) 2026/1395 keeps that access for three years after Bangladesh graduates from LDC status. The Luxembourg part is the tax: the indirect-tax portal states "un taux normal de 17% pour les opérations imposables autres que celles visées ci-dessous", alongside rates of 14%, 8% and 3%; clothing sits at the normal rate. The Commission's rates table, checked 13 July 2026, shows the same 17%.
On 500 tees at a US$6.00 customs value, US$3,000 in total, that is US$510 of import VAT and no duty, inside our DDP price. A VAT-registered importer recovers it through the periodic return. Import VAT is charged in the member state where the goods first enter the EU, so clearing at Antwerp or Rotterdam instead would apply that country's rate; the difference is cash flow rather than cost for a registered business.
Confirm the live position for your commodity code with your broker before pricing a range; we will state it for your order in writing, and the landed-cost calculator runs the arithmetic for any quantity.

Fibre composition follows Regulation (EU) No 1007/2011: every fibre by generic name and percentage in descending order on a durable, legible label. Article 16(3) lets each member state require its official language on garments sold there, and the Commission's Your Europe guidance puts it plainly: translate the label into all the official national languages where the product is made available to the consumer. Luxembourg's official languages are Luxembourgish, French and German, and ranges sold here normally carry French and German; confirm with your retailer and we sew that combination. We sew labels to your artwork, in more languages if you sell across the Union. Country of origin is not required by that regulation, though the customs declaration states it and any origin claim you print must be true. The rates and the labelling duty are national matters; we cite the Portail de la fiscalité indirecte for the rate and the Commission's guidance for the language.
Since 13 December 2024 the General Product Safety Regulation (EU) 2023/988 requires an EU-established responsible economic operator, the manufacturer's name and postal and electronic address on the product or packaging, a risk analysis and technical documentation kept for ten years; a company importing from us in Luxembourg is that operator, and GOTS certificate RSC 9687 supplies the fibre, chemistry and traceability evidence behind the file. REACH Annex XVII entry 43 bans azo dyes that release listed aromatic amines above 30 mg/kg in textiles worn against the skin, and EN 14682 governs cords and drawstrings on children's clothing; the GPSR guide walks through the file.
Looking ahead, the Commission plans the ESPR textile delegated act carrying the Digital Product Passport for apparel for adoption in late 2027 with at least 18 months' transition, so the passport is not a 2026 obligation.
We quote DDP, delivered duty paid, to any Luxembourg address: freight, the onward leg, the customs entry, the import tax and delivery inside one landed price, with the commercial invoice, packing list and statement on origin sent to you before the goods move. Sea freight arrives at Antwerp, Rotterdam or Zeebrugge and comes on by road in a few hours; Findel is a strong cargo airport for air freight in days. We confirm the port, the road leg and the transit with the quote.
Bangladesh Standard Time is UTC+6 with no daylight saving, four to five hours ahead of Luxembourg. Our floor works Sunday to Thursday, 09:00 to 18:00, so your morning overlaps our afternoon, and our Amsterdam office covers the rest of the day for design conversations, samples and compliance paperwork, in English. Our Amsterdam office is about three hours away by road if you would rather meet in person.

Bangladesh is scheduled to graduate from UN Least Developed Country status on 24 November 2026. In February 2026 it asked for an extension; the UN Committee for Development Policy said one would be appropriate provided reforms continue, and in July 2026 the Economic and Social Council referred the request to the General Assembly (UN LDC portal). No General Assembly decision had been published when we checked on 21 September 2026, and the 2029 date in press reports is the requested date, not a decided one.
For a Luxembourg order the consequence is bounded: Regulation (EU) 2026/1395 keeps Everything But Arms for three years after whichever graduation date lands, so duty-free access runs to at least the end of 2029 on the current timetable. Import VAT is unaffected by any of it. What follows that window depends on whether Bangladesh qualifies for GSP+, which is genuinely unresolved; our LDC graduation guide sets out the scenarios.

I have had a very good experience with this company. They are very friendly, professional, and provide fast service. They speak fluent English, which makes communication very easy. The quality of their manufacturing is excellent. I have no doubt in recommending this company to anyone looking for a reliable manufacturing partner in Bangladesh.

No, at present. Bangladesh-made apparel enters every EU member state duty-free under Everything But Arms, on a single-transformation origin rule that our cut-and-sew floor satisfies. Bangladesh is scheduled to graduate from LDC status on 24 November 2026 (an extension is requested and a UN decision pending), and Regulation (EU) 2026/1395 keeps EBA for three years after graduation, so to at least the end of 2029 on the current date. Verified 21 September 2026; we confirm the live position for every order.
The taux normal is 17%, the lowest standard rate in the European Union, charged at import on the customs value plus any duty; with zero duty that is 17% of the customs value, so US$510 on a US$3,000 order. We ship DDP so it is inside the price you approve, and a VAT-registered business recovers it on its periodic return. The 14%, 8% and 3% rates apply to listed goods and services, not to clothing.
Possibly, but it is a cash-flow question rather than a margin one. Import VAT is charged where the goods first enter the EU, so clearing at home costs 17% where Antwerp would cost 21%, and a VAT-registered business recovers either amount on its return. What the customer pays depends on where you sell, not where you imported. Ask your fiduciaire whether the routing is worth it, tell us the answer, and we set the entry up accordingly.
Luxembourg has three official languages, Luxembourgish, French and German, and ranges sold here normally carry French and German. The Commission's guidance on textile labels is to translate into the official national languages where the product is made available, so we recommend confirming the combination with your retailer, and we sew whatever you specify. If you also sell in Belgium, the Netherlands or Germany we add Dutch or keep the German, so one label covers the region.
It is the smallest run we can make honestly, because knit fabric is knitted and dyed in lots and a hundred pieces per style and colour is roughly where a lot becomes production. Most Luxembourg brands sell across the border anyway, so a first range of three to five hundred pieces across two or three styles is normal rather than ambitious. Our MOQ calculator shows what splitting colours does to the total.
About ten days for sampling, forty to fifty days for production once the pre-production sample is signed off, then transit: sea to Antwerp, Rotterdam or Zeebrugge plus a few hours by road, which we confirm with the quote, or air freight into Findel in days. We ship DDP, so the entry, the VAT and delivery are handled on our side and you receive one landed cost and one delivery. The launch-date calculator counts back from your on-sale date.
